The State GIS Office is part of the Data and Policy Analytics Group at the CT Office of Policy and Management (OPM). It's mission is to improve the coordination of geospatial data throughout the state and aims to ensure everyone has access to authoritative data sets. The State GIS Office also runs and manages the Connecticut's Geodata Portal.
